Manhattan: Proposal to Buy Police Vests

The speaker of the City Council, Christine C. Quinn, proposed yesterday that the city spend $9.9 million to buy better bulletproof vests for the Police Department. Ms. Quinn, who was joined at a news conference at City Hall by Patrick J. Lynch, the president of the Patrolmen's Benevolent Association, said that only about half of the city's 36,000 police officers have been outfitted with the newest vest, known as Level 3A. Ms. Quinn said she would include the money in her budget response this week. Mayor Michael R. Bloomberg said the Police Department should decide what was in the best interests of its officers.
